Remarks The scheme is technically valid provided the reference laboratory's CMC is at least three times better than the participant's claimed uncertainty; otherwise the discriminating power of En is weak. Traceability of the artefact (standard resistor, DC voltage source, multifunction calibrator, or transfer standard) must be unbroken to SI, with documented drift history and stability during circulation. Environmental influence quantities — temperature, humidity, thermal EMF, self-heating, lead resistance, loading effect, and connection technique — must be recorded, as these dominate the error budget in DC/LF electrical measurement. Uncertainty budgets submitted by participants should be reviewed for completeness; an unsatisfactory En often arises from understated uncertainty rather than measurement bias. The single-laboratory approach is acceptable under ISO/IEC 17043 and satisfies ILAC-P9 requirements for participation, but it does not provide the peer-group comparison of a full round-robin, so conclusions are limited to bilateral agreement with the reference laboratory.The scheme is fit for purpose for demonstrating measurement competence and traceability in electrical parameters, subject to satisfactory En values and a robust reference laboratory uncertainty claim.
